The following is from the WV DMV.
School Driver Eligibility Certificate
A valid school driver eligibility certificate is required for an applicant under the age of 18 to perform any driver’s license transaction. It also fulfills the residency requirement if a physical address is listed. If the address on the eligibility certificate is a PO Box, the applicant is required to provide two (2) additional proofs of residency from the list on page 5 of the handbook. The school driver eligibility certificate can be obtained at the school which the student attends. A home-schooled student must obtain a school driver eligibility certificate from the Board of Education in the county in which he or she resides. A student attending an out-of-state school can obtain a school driver eligibility certificate from any DMV Regional Office or Testing Center. The Out-of-State school driver eligibility certificate must be completed by the school principal and must be accompanied by a letter from the school on its letterhead. Also, a student attending an out-of-state school is required to provide one proof of WV residency from the list on page 5 of the handbook. If an applicant has already graduated from school and has not reached the age of 18, a diploma can be used in place of the school driver eligibility certificate. Additional proofs of enrollment include GED enrollment, a notice of satisfactory progress, a certificate of completion of the program or enrollment in an institution of higher learning as a full-time student.http://www.wvdot.com/6_motorists/dmv/dow…
So unless you are enrolled either in school or a GED program you can not get any kind of license, or permit, until you are 18.

In Florida, you need a Drivers License in order to get a permit. However, you can not get a permit unless you are 18 down here?
Don’t know if they will allow you to take a course, but before going and getting a bike, do yourself a big favor and take a Motorcycle Safety Foundation Course.
The basic rider course they teach gives you classroom time to learn about how motorcycles handle and the dangers with not knowing what the hell your doing. Then they supply small 250cc. motorcycles for you to ride during the road course.
They start out just teaching you to feel the clutch and keeping the bike upright, but by the end of the course, you are swerving through cones, riding over 2X4 obstacles, and performing safe emergency handling.
Best $$$$$ I ever spent, and I was riding with a permit before taking the course.
Best thing is, when the course is completed, pretty much every state accepts the certificate and gives you a full motorcycle endorsement no questions asked.

Don’t listen to Ronny.
An unlicensed driver who is involved in a crash is automatically held liable to some extent.
WV has laws that are very unfavorable for unlicensed drivers and a “vehicular manslaughter” verdict will put you away for many years.
Take a look at the website I’ve attached.
It’ll give you the answers

Also – - don’t drive without insurance
Be safe and be legal
