I think it began during the 1920s, with the flappers, who were rather rebellious. That was the first time hem lines were really shortened significantly.
It also became acceptable for women to wear shorter skirts in the 1960s, when Mary Quant invented the mini skirt.

Back before the twenties was when women generally wore frumpy dresses and long underwear.
However, during the twenties, women started evolving.That’s when flappers came around, defying the “ideal” woman by shortening their skirts, wearing makeup (bright red lipstick/dark eyes), and chopping off their hair. Women had long hair before, and the twenties is where the pixie originated for women. :]
