Wear them with a black or white Jersey Dress, or even a Tshirt Dress. Also, neutral shoes, like plain ballet flats or flip flops.
You can also wear then with a denim skirt, and a white wife beater. It’s a very classic look that you play up with the fancier leggings. Try to keep the rest of the outfit relaxed, and not “look at me” to keep it from looking to tacky.

If you got a certain color, rather than silver, than get the color that matches the leggings best. You can also wear them with a denim skirt and a white tee.

It’s usually better to balance them out with a loose fitting top. A tunic would work well, this is a longer shirt.
