by IC Core? Give it a coat!!!

Unless the coat is of a very delicate nature such as vinyl, pleather, nylon, Corinthian leather, (or real leather) a good thing to try would be to……………..
LEGAL DISCLAIMER — READ BEFORE CONTINUING ; )
Unless the coat you speak of is able to go through a regular washing machine, with regular water, or the tag says: “dry clean only”, then DO NOT attempt my suggestion as follows:

Try pretreating the sleeve with the white creamy hand cleaner found at auto parts stores nationwide, I’ve had so of those stupid tubs around, and when I want to read off the label, I can’t find a single one, (Murphy’s law) Anyway…… some of them actually have directions right on the label for use in laundry, others make no mention as to clothes cleaning. (I’m almost positive that whether it’s in a blue tub or an all white one, the contents is all the same crap) What I can say for sure is the stuff is petroleum based, Yet quite gentle for how scary the ingredients are. You may need to dilute it with some water to make it more spreadable, & then after pretreating, wash as normal in the “electronic washboard”. (Being that hillbillies use washboards as musical instruments, I can’t help but to imagine one of them trying to connect it to an amplifier) Ha!
The other thing to try would be “WASHING soda”.
(I use it for electrolysis as a rust remover)
    (But that’s a nother’ story)
(The box says) For tough stains
Fill (a) container with warm water. Add 2 tablespoons of SUPER WASHING SODA per gallon of water. PRE-SOAK for at least 30 minutes before washing. For best results pre-soak overnight and then add 1/2 cup of SUPER WASHING SODA with detergent in wash cycle.
    Good luck.

I remember hearing once there is a kind of “living bacteria foam” that is used to attack fuel-oil residue from wildlife habitats, WOW! now that I think about it, how cool would it be to see if it works on clothing as well!
